It's not principled to sterilise random people. A scientific programme of eugenics should give each person (preferably fetus) a eugenic score based on objective correlations between genes and phenotypic outcomes. In that case only a couple (fetus) with a low score would be dispreferred for breeding. There is no need to indiscriminately prevent individuals breeding even if they have a good eugenic score which would be the case for any mass sterilisation program which does not take into account individual differences.
